It's been confirmed that Mandarin will definably be in Iron Man 3, and that Sir Ben Kingsly will be playing him!

Kingsley seemed like an od choice to me, due to his ethnicity and age-but I am sure he will do an excellent job, he is a very talented actor. I just hope the rings serve a purpose other than decorations.

Well in the comics Mandarin's mother was Caucasian while his father was Chinese, but yes I too believe he'll do a good job.

Bare in mind also that when the character was introduced Communist China was still one of America's worst nightmares. But yeah, the distinctly Chinese look is typically just part of the character, despite his origins. But it looks like they are trying to stick very close to his traditional image.
